Council backs moving forward with new Center Place catering contract after RFP; Inland Northwest recommended

City staff told the Spokane Valley City Council April 7 that Inland Northwest Catering was unanimously recommended by a six‑member evaluation committee after a written review, tasting exercise and interviews.
Parks Director John Bothelli said the RFP required an executive chef, dedicated sales staff for Center Place, and a spirits license. The recommended contract would make the city the point of sale, collect customer payments and remit commissions to the caterer. Under the proposed terms the city would retain 21% of food and alcohol sales up to $750,000 annually, increasing by tiers (22% above $750,000, 23% above $850,000 and topping at 23.5% above $950,000). The contract would be one year with up to four one‑year renewals, include termination for cause and convenience, and require an annual contribution to a kitchen equipment reserve (proposed initial amount $4,500).
Councilmembers asked procedural and accounting questions (when revenue is recorded for tier calculations, replacement fund size and termination for cause). Staff said they will clarify those points and return with the formal award motion on April 21; council provided consensus to proceed.
Next steps: staff will finalize contract clarifications and return to council with an award resolution on April 21.
