Lewistown approves sponsorship for Homewards CDBG application to repair Ouellette Place

The Lewistown City Commission voted on Sept. 17 to authorize Homeward to apply for Montana Community Development Block Grant (CDBG) funds to rehabilitate Ouellette Place, a 24-unit affordable housing property serving households at about 60% of area median income.
Erin, a Homeward representative, told the commission that Ouellette Place faces moisture intrusion that may be a siding or building-envelope failure, widespread aging appliances and fire-suppression failures caused by last winters cold snap. "This is a critical need for us in this community," she said, urging that funds focus first on health-and-safety systems to avoid relocations.
Homeward said it plans to seek approximately $380,000 in CDBG funding and to use replacement reserves and owner contributions as matching funds. Because the full scope depends on what is found when siding is removed, the amount and exact list of repairs may change; Homeward emphasized the grant would prioritize systems that would force tenant relocations if left unrepaired.
The commission approved resolution 4209 on a roll call vote after a brief discussion confirming that the citys role is sponsor and that Homeward will manage the grant if awarded.
The vote: the motion to approve resolution 4209 passed (roll call recorded as ayes). The city manager also noted that project-specific public hearings will be required if individual projects proceed under the CDBG program.
