The Spokane Valley City Council voted to approve an interlocal agreement with Spokane County that directs the city’s opioid‑settlement proceeds toward regional treatment and data projects, council members said.
City staff reported the city expects to receive roughly $360,000 in settlement distributions through about 2038. Staff outlined two primary uses for the funds: an expansion of the Spokane Regional Health District’s opioid dashboard and a needs assessment, and a capital contribution and ongoing operational support for Spokane County’s Stabilization Center expansion (SRSC). Staff estimated roughly $57,000 toward the health district work and a roughly $51,000 capital contribution for the SRSC expansion, with the remaining settlement distributions earmarked for operations through the distribution period.
Council members clarified that the motion would allocate the city’s full settlement receipts through the distribution period toward those items; staff said this would largely exhaust the city’s expected settlement pool and that periodic reports on outcomes will be provided. One council member asked whether this is “the last time we’ll be asked” to allocate funds; staff replied that, in terms of distributions, this action uses the funds the city expects to collect through 2037–2038.
The council moved, seconded and approved the interlocal agreement by voice vote. The interlocal provides the city a capital stake in the SRSC expansion and commits projected settlement receipts to the specified projects; any additional contractual terms and ongoing operational arrangements will be implemented under the interlocal and through county processes.
