The Harlan City Council voted to allow one reserved parking stall on Market Street directly in front of the Beyond Behavior office at 505/504 Market Street to facilitate safer drop-off and pick-up for children who receive services there. Council members said the space will reduce dangerous street crossings and asked that the organization post hours on a sign it will install at its own expense.
Council member (motion) described the measure as a safety step to limit children’s crossing of busy Market Street and to give caregivers direct access to the front door. Presenters noted Beyond Behavior provides services primarily for children with moderate to severe autism and emphasized the spot is intended for short drop-off and pick-up periods during business hours.
Council discussed enforcement and agreed the sign would be the primary deterrent to unauthorized parking; code enforcement could be asked to intervene if problems persist. If the tenant relocates, the sign must be removed.
The motion was approved by roll call; all members present voted to authorize the reserved stall with signage and posted hours as described.
