Deputy Mayor Swatman urged caution about technical procedural changes and noted that some Robert's Rules items are "sticky" and will require the council to follow the adopted rule set. Council members discussed a proposed addition that would require a council vote when a committee has multiple nominees for chair; that specific motion was debated and later withdrawn, with multiple council members saying the current proposed language already addresses chair appointments.
Following passage of the policy updates, the council selected committee chairs (Public Safety and Community Development/Finance composition were discussed) and then recessed into a 15-minute executive session with legal counsel under RCW 42.30.110 to discuss potential litigation; no action was expected to follow the executive session.
The adopted changes are procedural in nature and were presented as ways to standardize meeting practice across committees; councilors said they expected to work through any technical and timing issues as the rules are implemented.
