Bonney Lake to hire RH2 Engineering to update water system risk assessment and emergency response plan

City staff asked the Community Development Committee on Feb. 17 to approve a professional services agreement with RH2 Engineering, Inc. to update Bonney Lake's America's Water Infrastructure Act (AWIA) risk-and-resilience assessment and the city's emergency response plan.
Staff said RH2 prepared the original 2021 assessment and is familiar with the system, which helped inform the recommendation. The city must update the risk-and-resilience assessment by June 30, 2026, and complete the emergency response plan update by Dec. 31, 2026, city staff said. "We requested a scope and fee from RH2 Engineering to complete the update of the plan and perform the assessment," staff said.
Budget and schedule: Staff said the work is already effectively funded by reappropriating money set aside when the city delayed the demolition of the Tacoma Pointe tank; the city will complete two demolitions together later to get better unit pricing and use the freed funds for the AWIA effort. Staff said the project is planned and budgeted within current appropriations and thus would not require net new appropriations.
Next steps: RH2 representatives were present to answer technical questions. Staff expects drafting and scheduling work to meet the June and December federal deadlines; the committee discussed project timing for associated demolitions and capital scheduling.
The committee did not take final action at the CDC meeting; staff recommended moving the contract to consent with full-council review as appropriate.
