The Dunlap Community Unit School District #323 Board of Education voted on March 18 to approve payment of bills totaling $9,137,749.20 and to authorize multiple construction and safety actions, including a Health/Life‑Safety resolution covering Dunlap Grade School, Dunlap Middle School, Dunlap Valley Middle School and Dunlap High School.
The bill payments were approved on a motion by Board member Mick Hall, seconded by Tim Wagenbach, by unanimous roll call. The board then approved the Health/Life‑Safety resolution (motion by Andrew Tyra, seconded by Youssef Boudjarane), with a roll call vote in favor from all members present; no members of the public spoke during the associated public hearing.
The board also approved construction bids for the new Wilder‑Waite Grade School after receiving a construction update from district staff. Theresa Holshouser moved to accept the bids, with Nicolas Yemm seconding; the motion carried by unanimous roll call.
A contested vote on a Chromebook refresh produced two recorded motions. An initial motion to approve a Chromebook refresh priced at $567,000 (described in the packet as providing 400 fewer devices) failed on roll call (Aye: Wagenbach, Boudjarane; Nay: Yemm, Tyra, Holshouser, Hall, Feldman). The board returned to the item and, on a subsequent motion by Mick Hall seconded by Theresa Holshouser, approved the Chromebook refresh as presented; the final roll call recorded Youssef Boudjarane as the lone Nay.
Other business approved included the 2026–27 student handbooks, a package of 2026 summer projects (one Nay from Wagenbach), and numerous staffing positions across schools for 2026–27. The board adjourned to closed session for litigation under 5 ILCS 120/2(c)(11) and returned to open session to approve the Human Resources consent agenda, which included a settlement agreement with parents and Student 55017.
Board President Tom Feldman opened the meeting and presided over roll calls for each vote; motions and seconders are recorded in the board minutes. The board scheduled a finance committee meeting at the request of a member to discuss budget balancing, with President Feldman agreeing to arrange the meeting.
Next procedural steps: the Wilder‑Waite groundbreaking is scheduled for April 17, 2026 at 11:15 a.m., and district staff will proceed with the approved construction and technology procurements per the board’s approvals.
