The Manassas Park City Schools director of special education told the school board the division is responding to VDOE monitoring with a corrective action plan focused on procedural documentation and systems.
The presenter explained the IDEA annual plan and said VDOE monitoring identified four primary areas for improvement: ensuring case managers hold required licensure and caseloads meet state requirements, improving student record and service documentation procedures, and establishing division‑level records management and surrogate parent tracking systems. "Most of the findings relate to documentation of procedural systems rather than any services that the students receive," the director said, and staff reported many corrective steps are already underway.
Staff said they have implemented new documentation tools, checklists and targeted training, are instituting division-wide logging for parent records requests and plan quarterly internal reviews to ensure changes stick. The division said it meets with its VDOE contact quarterly and is "right on track to finish everything by May 30." The board asked clarifying questions about cyberincident impacts on records and the presenter said student records were not affected because the division uses the Virginia IEP system with paper copies maintained.
Next steps: staff will complete corrective actions before the May 30 deadline and continue quarterly monitoring with the state.
