Essex County commissioners adopt $468.4 million 2026 budget

The Essex County Board of Commissioners voted to adopt the county'wide 2026 budget during a public meeting, approving resolution R2026-00189 after a brief public hearing that drew no speakers.

Hussam Mohammed, director of finance, told the board the measure would allow the county to read the budget by title only, a procedural step the administration said was permitted under state law and would not extend the required advertising period. After motions to close the hearing and to adopt, the deputy clerk read the adoption statement into the record and announced that the county appropriation total for 2026 is $468,435,000.

The motion to adopt was moved and seconded by members on the floor and passed on a roll call vote. The deputy clerk recorded affirmative votes from a majority of commissioners present; two commissioners were recorded absent for parts of the meeting. Commissioners asked no substantive questions during the hearing.

Why it matters: Adopting the county budget sets spending levels and authorizes departmental appropriations for the coming fiscal year. The budget approval also unlocks spending for infrastructure contracts, public health programs and county services discussed later in the meeting.

What the board said: In presenting the procedural item, Mohammed said the resolution "gives us the ability to only read it by title" and explained that the amendment under consideration did not require extended advertising. The deputy clerk then read the formal adoption statement authorizing the $468,435,000 appropriation for county purposes.
