Architect Glenn Angell, who said he has worked with the school for about a year on master planning, told the council the church and the school collectively own the adjacent parcels and seek to build a new gymnasium as the first major phase of a multi‑year expansion. He said the abandonment request covers roughly half the length of the street (about 195 feet) and that the city will preserve an existing utility easement and a major water line that runs through that section.
Staff confirmed the standard process for abandonment will divide the vacated right‑of‑way between adjacent property owners; in this case the same owner on both sides simplifies the transfer. Council discussed the preservation of the waterline and utility easement, and staff and legal confirmed those easements will remain in place.
Council approved the abandonment with the condition that the utility easement and water main be retained and protected during future development.
