Commission approves $626,591 Coachmen Park CDBG contract and a demolition services agreement

The Fort Pierce City Commission voted on March 2 to award the Coachmen Park CDBG improvement project to the lowest responsible bidder, SoCal Shaker Plates and Construction Site Services LLC (d/b/a National General Contractors), for $626,591.15, and to authorize staff to enter contract negotiations on an as‑needed demolition, lead and asbestos abatement services agreement.
Commissioner Gaines pulled the park item from consent to ask how the city will protect the investment. "How are we securing that everything we put in there is going to remain intact?" she asked, noting the park’s location within the Lincoln Park area and the community’s expectation that the facility remain usable and safe.
Marsha Vaughn, special projects coordinator in public works, said the project’s scope and materials were selected with durability in mind. Vaughn noted a prefabricated restroom with a timed electric locking system and a fully framed steel pavilion intended to deter vandalism. "We can see long term use out of the assets themselves if we select better materials moving forward at all of our parks," she said.
Vaughn added that security measures such as cameras were not part of the procurement for the listed structures but recommended follow-up conversations with the police department and community partners (including the Boys & Girls Club) before park operations begin. Commissioner Zadofsky suggested crime-prevention grant sources could help fund cameras and public-facing cameras might also serve tourism goals.
The roll-call vote to approve the Coachmen Park award was unanimous. Separately, the commission approved awarding RFP 2026-008 for demolition and abatement services to Cross Environmental Services Inc. Staff said the RFP was structured without locality as an evaluation criterion; commissioners discussed whether and how to incorporate local-preference language in future procurements while complying with applicable statute and funding constraints.
City staff will finalize contract negotiations and bring agreements back for execution. Commissioners asked staff to explore funding options to add security measures where appropriate.
