The city’s parks and recreation director said negotiations with district facilities staff focused on maintenance responsibilities and tradeoffs, noting the city "spend[s] about $62,000 a year renting school district facilities," mostly for indoor youth programming. The parks director cautioned that taking on greater maintenance would require additional staff and equipment.
Council and board members described frequent informal arrangements and occasional frustrations with scheduling, janitorial-contract constraints and locked gates that limit access to playgrounds and gyms. One councilor, speaking as a parent and coach, said it can be "very frustrating to get field time" and described the value of predictable scheduling for youth programs.
Officials discussed models used elsewhere, including an exchange where a parks department maintains school grounds in return for after-hours access. City staff and the council said they want to develop a local version of a joint-use agreement that fits Tumwater’s needs and are prepared to consider a budget line in the upcoming process if additional funding is required.
Next steps: staff were directed to continue exploratory work and return to council with options, cost estimates and a proposed timeline for negotiating an interlocal agreement with the school district.
