The Grand Haven City Council on April 13 approved a professional services agreement with Abba Marsh, budgeted at $32,000, to perform construction-administration work verifying water-service-line materials across the system.
Michael England, DBW director, said the city has "over 1,000 services that still need to be verified for lead, even galvanized," and the verification work will identify which customers need replacement. He explained that many funding programs now require prior verification and that the city hopes to be eligible for DWSRF or other funding for replacement once it has verified service-line materials.
England said the city is budgeting approximately $1.5 million this fiscal year for initial replacements. He noted the EPA and state lead-and-copper rule changes shortened the timeline for full replacement from 2045 to 2035.
Council approved the resolution on roll call. The contract covers verification only; replacement work will follow pending funding availability and contracting for hydro-excavation services.
