County staff backs several right-of-way vacations across Spokane County

A county presentation on March 24 reviewed a slate of right-of-way vacation requests from multiple locations across Spokane County. Staff said many of the right-of-way segments are unopened, topographically constrained or unnecessary because petitioning property owners already have alternate access or easements.
Presenters recommended supporting vacations in Mica, Clear Lake, sections within an ORV park near 7 Mile and Old Trails (pending state park approvals), Granite Lake, Trevor Road at the Northwest Christian campus (where the parcel is effectively unopened and parent parcels own abutting land), and a Greenwood Grove/Basalt area where the nonuse statute was previously applied. Several items will be processed sequentially—dedication followed by immediate vacation—to clean up legacy one‑foot strips and avoid leaving isolated right‑of‑way remnants.
Staff told commissioners they do not anticipate public resistance on these petitions because the parties petitioning generally own the affected parcels and WSDOT or Parks have signaled support in relevant cases. For one parcel the county road fund will surplus a slope parcel at Market and Magnesium; staff said they would return with surplusing actions when ready.
Commissioners asked clarifying questions about alternate access, topographic limitations and the timing of future legislative sessions; staff said they will return with the formal legislative dockets and recommended sequencing for any dedication and vacation actions.
