Summary
The board adopted Resolution 25‑20 to raise district developer fees to $3.84 per residential square foot and $0.62 per commercial square foot (Level 1), citing a required developer fee justification study; the increase takes effect in 60 days.
The Santa Maria‑Bonita School District Board of Education adopted Resolution 25‑20 on May 6 to increase Level 1 school facilities developer fees following a public hearing.
District presenter Mr. Beecher said the fee justification study — required every two years for districts that wish to raise Level 1 fees — supports charging $3.84 per residential square foot and $0.62 per commercial square foot, up from $3.69 and $0.60 respectively. He explained the legal nexus tests (burden, cost and benefit) that allow districts to charge developer fees and noted that collected fees must be placed in Fund 25 and used only for construction or reconstruction of school facilities.
Board members asked clarifying questions about exemptions for small developments and the split of fees with the high school district; Beecher said the district receives 10/14ths of the fee and the high school district receives 4/14ths under the current allocation after TK changes. The board voted to adopt the resolution by roll call; the fee increase will take effect 60 days after adoption.
The motion to adopt resolution 25‑20 passed on a unanimous roll call, and staff said they will return with the related level‑2 needs analysis at a later meeting if timelines permit.
