At its April meetings the Rockcastle County Fiscal Court approved a slate of routine financial actions: minutes for earlier special meetings; budget transfers and claims; a $25,000 third‑quarter program support payment to the Rockcastle County Industrial Development Authority (RCIDA); mapping and equipment purchases; and administrative changes such as adoption of fleet fuel cards.
Key votes included unanimous approval to print 75 updated county maps for $3,025, to purchase a culvert‑cleaning attachment (estimated $5,000) from Battle Armor, to renew Livingston Trail Town support for three months, and to approve a $2,555 payment to the Kentucky State Treasurer for 2025 forest protection. The court also updated the surplus property list and approved monthly and quarterly financial reports.
Transfers approved during the April 8 meeting included $121,000 from the OCC Fund to the General Fund; $1,000 from the General Fund to the Forestry Fund; $80,000 from the General Fund to the Jail Fund; and $20,000 from the General Fund to the 911 Fund (leaving $20,000 in the General Fund). All motions on these routine fiscal items were recorded as unanimous.
Magistrates asked questions about the Rockcastle County Development Board's service area and expenditures; Judge Holbrook said he would request a representative attend a future meeting to explain how funds are spent and which towns are served. The court also set a public hearing for May 13, 2025 at 3:30 p.m. regarding proposed use of LGEA and CRA funds.
These approvals were described in the minutes as routine fiscal management; where the minutes did not specify contract numbers, invoices or implementation details, the record lists those items as "not specified."
