Commission hears project updates: poles delayed, Central Middle School solar waiting on layout, Lehi service-line funding due March 31

Commission staff on Feb. 4 updated the East Grand Forks City Water and Light Commission on a range of local projects, including lighting, solar, water-line replacement and testing work.
A staff member said lighting poles for Business Highway 2 have not yet arrived, delaying installation work, and that once the poles arrive crews will set, wire and test them. On the planned Central Middle School solar project, staff said they are waiting for the school to provide a layout before finalizing the city’s portion of the agreement. The VFW Arena project was described as in a planning phase: staff are still determining transformer siting and preferred positions for equipment.
Steve, reporting for utilities, said the Lehi service-line replacement project is scheduled to move into plans and specifications next week and reminded the commission that the funding application to the Department of Health is due March 31. "...the funding application, all of that stuff is due to Department of Health no later than March 31," Steve said. On the line-pond project, staff are coordinating with R and B Laboratories and the Minnesota Pollution Control Agency to determine sampling and testing protocols to avoid unnecessary landfill disposal if materials test acceptable.
Jordan from the EDA reported outreach work and a $10,684.30 rebate to American Crystal for 2024 lighting and a 1.5-horsepower VFD; he said city staff will follow up with potential commercial leads and hope to re-launch a residential energy-audit program this year.
Other brief items included: an inventory audit, a new generator block heater installation completed this week, upcoming rack bids, a city software kickoff meeting and scheduled MMPA and Avant contract meetings. The commission approved routine minutes, bills and payroll earlier in the meeting and adjourned after a brief exchange of commissioner remarks.
