Committee considers language to let state use part of $15M for interim women's facility repairs

The Chair summarized the problem: funds in the capital appropriation were intended for acquisition and construction of a new facility, but members want flexibility to spend part of that allocation on immediate repairs (bathrooms and other priorities) while design and acquisition proceed. "If there's a desire to give us the ability to use some of that funding ... we would need language," staff said.
Emily Hudson (introduced during the meeting) told members that prior operations have constrained the existing appropriations to acquisition and replacement costs and that an amendment would be required to allow interim repairs. She and other staff offered to consult with John Bridal (staff) and draft language that would permit using some appropriation dollars for current‑facility fixes without jeopardizing the replacement project.
Why it matters: members said the replacement project could be years away and the current facility needs immediate work. One member noted the replacement project comes with roughly $15 million already identified for capital appropriations and asked whether a limited portion of that sum could be repurposed for short‑term improvements without endangering the long‑term plan.
Committee counsel and staff recommended drafting clear amendment language that would explicitly permit limited use of appropriation funds for repairs in the existing facility while preserving authorization for acquisition and construction of a replacement. The committee did not adopt language at the meeting but directed staff to draft and return with options.
Next step: staff (Emily Hudson and legislative finance staff) will draft proposed bill language and coordinate with John Bridal; the committee will review the language next week before finalizing capital bill policy.
