Stilwell council adopts FY 2025-26 budget, approves de-annexation and multiple personnel moves

The Stilwell City Council on June 2 adopted the City27s FY 2025-2026 budget and a related resolution, approved multiple consent-agenda items and took several personnel actions after returning from executive session.
Mayor Jean Ann Wright opened a combined public hearing on the proposed budget at 5:30 p.m.; no public questions were raised during that hearing. At the start of the meeting resident Tracy Sims thanked first responders for their work during May tornado activity and noted bids were opening this week for a new fairgrounds building. City Clerk-Treasurer Larry Nettles read rules for public comment.
The council approved blanket purchase orders totaling $70,806, May payroll of $380,011.96 and a Police Department budget increase of $28,901.99 to reflect School Resource Officer reimbursements. The council then voted to adopt the proposed City of Stilwell FY 2025-2026 budget and the accompanying resolution.
In other votes taken from consent and agenda items, council members approved partial funding and fee waivers for five Chamber of Commerce events, with city contributions capped at no more than $1,750 per event and a stated overall allocation; the council also approved a $2,500 city contribution toward a fireworks display for the July 4 celebration at Adair Park.
Council also approved a set of FY 2024-2025 General Fund adjustments, including $75,000 for administration insurance and professional services, $20,000 for City Clerk software and supplies, $14,000 for the Fire Department, and $25,000 in capital improvement for the city27s share to finish a press box at sports facilities.
Separately, the council considered Ordinance 442, "An Ordinance Providing for the De-Annexation of the Cullipher Addition to the City of Stilwell," and voted to adopt the ordinance. The body also adopted an emergency clause to make the ordinance effective immediately upon passage and approval.
The council approved a Memorandum of Understanding and a Collective Bargaining Agreement with FOP Lodge #169 for FY 2024-25 and FY 2025-26, respectively, and authorized administrative changes including creation of Fund 18 (Fleet Management), establishment of a Fleet Management bank account at Carson Community Bank, and updates to account signatories (adding Barrett Harris and removing Lane Kindle).
After an executive session called under Title 25 O.S. 307, the council returned and accepted the resignation of Jaxon Thomlinson effective May 29, 2025. The council approved the creation of a Battalion Chief position, to be filled by Charly Coombs effective July 1, 2025, appointed Logan Duggar as Fire Captain effective June 2, 2025, and approved six probationary members for the Stilwell Volunteer Fire Department: Nathanial Glass, Brian Ruben, Isiah Castro, Dustin Wolfe, Jose Sam and Jose Perez.
All listed motions in the minutes were recorded with the three members present voting in the affirmative (Coye Nettles, Debbie Johnson and Jim Spray); two members (Barrett Harris and Lane Kindle) were recorded as absent. No action was taken on a proposed change to the sick-leave provisions in the personnel policy handbook. City Attorney Jeff Jones and City Clerk-Treasurer Larry Nettles were present throughout the meeting.
