At its Dec. 1 meeting, the Stilwell City Council voted unanimously to reject renewing a proposed one-year mowing contract with Fourkiller Lawn Solutions, which had an annual cost of $143,641.00, and directed staff to solicit competitive bids for mowing services across city properties.
Barrett Harris moved and Debbie Johnson seconded the motion to reject renewal and solicit bids; the motion carried 5-0. Council members expressed a preference to open the work to competitive procurement rather than approve the proposed renewal without soliciting other offers (detailed debate not recorded in the minutes).
Separately, the council approved advertising for sealed bids on a one-year renewable cemetery-mowing contract (March 1, 2026–Feb. 28, 2027). The scope for the cemetery contract includes weekly mowing, edging, weed trimming, cleaning grass from headstones, fence-line spraying, tree/shrub trimming as needed and leaf mulching or raking in off-season maintenance. The motion to advertise for cemetery bids passed 5-0.
The council approved a budget adjustment to cover rental equipment costs for clearing city property on Paul Mead Road: payment to Scott Equipment Company of $12,057.49 from the Capital Improvement - Street account was approved on the consent agenda.
