Stilwell Council approves two charter amendments for April 7, 2026 ballot

The Stilwell City Council voted unanimously Dec. 1 to place two proposed amendments to the city charter on the April 7, 2026 municipal ballot.
Resolution 2026-01 would amend eligibility requirements for city office; Resolution 2026-02 would remove the elected office of City Clerk-Treasurer and convert it to an employed, salaried position effective May 1, 2027. Council approved both resolutions by recorded 5-0 votes during the regular meeting at Stilwell City Hall.
Council members did not amend the language on the floor; both items were presented as measures to appear before voters. Jim Spray moved to approve Resolution 2026-02 and Lane Kindle moved to approve Resolution 2026-01; each motion carried unanimously.
The measures will appear together on the April 7, 2026 ballot, giving voters a chance to decide whether to change the city charter. The council did not schedule further public hearings on the measures during the Dec. 1 meeting.
The council also considered, separately, Resolution 2026-03 (a potential 25-year natural gas franchise for NOPFA) but tabled that item by unanimous vote; no action on the franchise will appear on the ballot at this time.
Next procedural steps for the approved charter items are placement on the official election ballot and any voter outreach required by state election law.
