Hermantown council approves Keene Creek Trail permits and awards segment construction contract

The Hermantown City Council approved a special-use permit for grading and filling within the natural environment shoreland overlay for the Keene Creek Trail South project and awarded the contract for Keene Creek Trail Segment 4 to the low bidder.
Mister Johnson described the overall trail project as two segments totaling about 7,700 linear feet, with roughly 6,000 linear feet within or adjacent to Keene Creek shoreland. "This whole trail system of these two segments is 7,700 lineal feet," Johnson said.
On the construction contract, staff reported five bids were received; the low base bid was roughly $2.9 million with an ad alternate of about $171,000. Staff recommended awarding the base bid and left the ad alternate discretionary. Mister Bolf (staff/consultant) said the low bid was slightly below the engineer's estimate and recommended the award. Councilors raised questions about timing, ADA compliance and whether accepting the ad alternate now would be prudent. One councilor said it might be better to accept the higher bid now to avoid higher costs later; another cautioned that additional alternates are not required and can be deferred.
The council approved the special-use permit and the contract award for the base bid; the mayor cast the sole No vote on the construction award. Staff noted the ad alternate is optional and not required for award.
