Councilmember Debbie Johnson moved to reject the agreement; Councilmember Barrett Harris seconded the motion, which carried with all four voting members present in favor (Barrett Harris, Jim Spray, Debbie Johnson and Lane Kindle). Representatives of the Adair County 911 Center had spoken to the council earlier in the meeting in a discussion-only presentation; no formal vote followed that presentation until Item #11 on the agenda.
