Stilwell council approves Glock purchase, REAP lighting invoices and confirms part-time officer; tables dispatching deal

STILWELL, Okla. — The Stilwell City Council on April 7 approved several procurement and personnel measures and discussed multiple grant-funded public-works projects while tabling a proposed dispatching agreement with Adair County 911.
The council unanimously approved the FY 2023–24 financial audit presented by Michael Green, CPA, which the auditor described as "clean" after correction of minor issues. Councilmembers also approved consent items including payroll and blanket purchase orders.
The council voted 5–0 to authorize purchase of 18 Glock 47 pistols fitted with Redpoint sights from H & H for $16,069.50 for the Police Department. Chad (presenter) told the council that in stressful situations "accuracy drops on the average from about 85% to 25% without the Redpoint system, but with the system accuracy only drops from about 85% to about 75%." The purchase passed on a motion by Councilmember Jim Spray and a second from Barrett Harris.
Councilmembers rejected a request by resident Alan Starr to waive administrative abatement fees after staff presented records showing the city followed state notice procedures. Starr told the council he "could not say whether they had or had not received the letter" about the cleanup deadline. The motion to deny the waiver passed 4–1, with Councilmember Jim Spray casting the lone NO vote.
A proposed dispatching agreement with Adair County 911, budgeted at $165,000 per year and intended to provide one full-time 24/7 dispatcher for Stilwell, was tabled. City staff said the county plans to open mid-May, but the council delayed approval "until a firmer schedule is set," voting 5–0 to table the item.
The council approved four Wheeler Electric invoices of REAP-funded lighting work — Fire Station No. 1 ($13,860), Library ($14,880 plus $450), Police Department ($9,450) and Street Department ($17,235) — totaling $55,875. The council was told $19,125 remaining from the REAP grant will be applied to courtroom upgrades at the police station. The REAP-funded Maple Street project was discussed at length after a resident reported a water pipe exposed in deteriorated pavement; Public Works staff said Maple Street is on the schedule but no start date was given for the $75,000 grant-funded work.
The council confirmed the hire of Jaxon Thomlinson as a part-time police officer effective March 9, 2025. The motion to confirm passed 4–1 (Lane Kindle voted NO).
In other action, the council approved an ambulance service agreement with Adair County EMS. The contract will require the city to pay utilities for the portion of Fire Station No. 1 used by ACEMS; council members described that change as not materially important and approved the agreement 5–0.
The council briefly met in executive session between 6:38 p.m. and 7:15 p.m. under Title 25 O.S. provisions to discuss personnel and legal matters; the clerk reported that items 9 and 10 were discussed and no action was taken during the closed session.
The council adjourned at 7:18 p.m.
