The Stilwell City Council approved multiple financial and personnel actions at its July 7 meeting, including loan payments to the Stilwell Improvement Authority, hiring an auditor, approving an FOP MOU and a police promotion.
In financial actions, the council approved a payment of $18,480.96 from the Capital Improvement Fund to the Stilwell Improvement Authority for FY 2025-2026 loan payments for the Stilwell Police Department building loan (motion: Lane Kindle; second: Barrett Harris). The payment passed 5-0. The consent agenda — approved 5-0 — also included a sales-tax pledge agreement with the Stilwell Improvement Authority for FY 2025-2026 (police department loan and city hall loan) and a $99,000 payment to the Stilwell Improvement Authority from the Capital Improvement Fund for FY 2025-2026 city hall loan payments, as well as smaller transfers and reserves listed on the agenda.
The council voted to hire auditor Mike Green to conduct the FY 2024-2025 audit (motion: Lane Kindle; second: Coye Nettles). The motion carried 5-0.
Following a closed executive session to discuss personnel and legal matters, the council approved a memorandum of understanding with the Fraternal Order of Police concerning a salary issue (motion: Jim Spray; second: Lane Kindle). The vote was 5-0.
The council also approved promotion of Amanda Pritchett to the rank of sergeant and assignment of extra duty as Sexual Abuse Investigator at an annual stipend of $3,600 effective upon certification (motion: Jim Spray; second: Lane Kindle). The motion carried 5-0.
Two proposed CD rollovers (a 9‑month general fund CD of $500,000 and a 9‑month Street & Alley CD of over $250,000 at 5.50% interest with Carson Community Bank) were discussed but the council took no action at this meeting. A request to place a manufactured home outside designated mobile-home parks (Darrell Bean) was also discussed with no action taken.
