Summary
County staff told supervisors Worth County received a FY25 federal bridge grant (no FY24 awards) that covers about 63% of project costs, down from about 80% in FY24; staff said they will revise budgets and programs before Iowa DOT deadlines for program and budget approval.
County staff briefed the board that Worth County received a federal bridge grant in the FY25 cycle but did not receive bridge funding in FY24. The staff update said the FY24 bridge programs were funded at roughly 80% of eligible costs, while the FY25 award currently covers about 63% of project costs, creating a local funding gap the county must address.
“Worth County didn’t get any bridges in the fed in the fiscal 24, but we did get it in the ’25,” the staff member reported, adding that project and budget materials must be returned to the Iowa Department of Transportation for review. Staff said the DOT requires the county’s budget to be approved by April 30 and the program by May 15 (staff phrasing in the meeting). The staff member said they will review and adjust project numbers when DOT returns the program and budget and asked the board to be prepared for program and budget approvals at upcoming meetings.
Supervisors asked questions about scheduling and whether the county could secure additional federal funds to restore an 80% funding level. Staff said they would investigate options to cover the remaining 37% of project costs, including possible use of county HBP funds or other federal sources, and promised to return with revised program documents once DOT completes its review.
The board did not take a final budget vote at the meeting but staff indicated they will return updated documents to the board before the DOT deadlines.
