Factoryville Borough Council elects Bill Edwards president, fills vacant seat and confirms board appointments

Factoryville Borough Council leaders took formal steps to set leadership and fill vacancies at the borough's organizational meeting on Monday, Jan. 5, 2026, at Borough Hall.
Mayor Lou Jasikoff called the meeting to order at 4:03 p.m. and conducted a roll call that showed councilmembers Bill Edwards, Colin Fricke, Chuck Truitt, Elena O'Connor, Gregg Yunko and Dan Engler present; Borough Manager Shannon Cantner and Assistant Rebecca (Becky) Nelson also attended. After a brief agenda review and a public comment period with no speakers, council members moved to elect their officers for the coming term.
Councilmember Colin Fricke nominated Bill Edwards for council president; the motion drew no other nominations and the vote was recorded as unanimous ('All yea'). Gregg Yunko nominated Dan Engler for council vice president; that motion likewise passed unanimously. After those votes, the meeting proceedings were turned over to President Bill Edwards.
The council filled a vacant seat by motion, voting to appoint Elena O'Connor to serve through Dec. 31, 2027; Mayor Jasikoff then administered the oath of office to O'Connor. The council also approved a series of board and commission appointments and reappointments, each by unanimous vote: Mayor Lou Jasikoff to the Sewer Authority (term through Dec. 31, 2029); reappointment of Tom Schofield to the Planning Commission (term through Dec. 31, 2029); reappointment of Chuck Truitt to the Joint Park Board (term through Dec. 31, 2029); reappointment of Joe D'Antoni to Shade Tree (term through Dec. 31, 2030); reappointment of Mike McGonagle to the Zoning Hearing Board (term through Dec. 31, 2028); and appointment of Corey Huff to the Zoning Hearing Board in place of Phil Hubbard (term through Dec. 31, 2027).
Council committees were confirmed as previously listed (Finance: Colin Fricke; Building and Grounds: Gregg Yunko; Sewer: Dan Engler; Roads and Maintenance: Bill Edwards; Police: Bill Edwards; Parks and Recreation: Chuck Truitt; Events: Elena O'Connor). The council also approved Resolution 2026-1, naming elected and appointed officials and contractors as required by the PSAB, and then adjourned the reorganization meeting at 4:13 p.m.; the borough's regular January meeting began immediately afterward.
Motions throughout the organizational session were recorded as unanimous ('All yea'). The minutes were submitted by Borough Assistant Rebecca Nelson.
