Factoryville council to revisit facility-use agreement, conditionally approves Women’s Civic League event

Factoryville Borough Council members discussed allowing rentals of Borough Hall at their Feb. 11 meeting and directed staff to revisit the facility-use agreement to address insurance, cleanup responsibility, nondiscrimination and avoiding interference with borough operations.
Solicitor Paul Litwin recommended revising the agreement before broadening rentals, advising the council that once a facility is opened it must be available on nondiscriminatory terms but that the borough may restrict uses that conflict with meetings or office hours. Council accepted that recommendation and asked staff to prepare updated language.
Separately, the council granted the Women’s Civic League conditional one-time use of Borough Hall for a “Sip and Paint” event on March 8, subject to proof of insurance and agreement to clean the facility after the event. The motion to approve the one-time use was made by D. Engler and seconded by C. Truitt and passed unanimously.
Council did not adopt a permanent new rental policy at the meeting; members instructed the solicitor and staff to draft revisions to the facility-use agreement for future consideration.
