Public Works proposes deed map update and temporary horse‑corral license at county landfill

Mike Moss, public services director, presented two related property items at the headquarters landfill: a proposed amendment to the warranty deed to update the infrastructure map and a land‑use license request from Weyerhaeuser to install temporary portable corrals for capturing and rehoming horses.
Moss said the deed amendment updates a 2014 exhibit with a more detailed infrastructure map showing additional cells, pond locations and the area currently under a timber reservation held by Weyerhaeuser. "All we're doing is upgrading the map to really show our progress in the infrastructure, adding more cells," Moss said; he added the county's GIS and survey teams worked with Weyerhaeuser and legal is reviewing the draft amendment.
On the license request, Moss described a portable corral and remote gate system to capture, feed and temporarily hold horses from nearby properties before rehoming. "Installing, maintaining, and operating a portable horse corral pen on county landfill property...for temporary holding, feeding, loading, and transporting horses gathered from the licensee's property to off‑site facilities," Moss read from the draft license language. He said Weyerhaeuser will contract with a third party to operate the corrals, that the fencing is portable and would be removed when operations end, and that liability and removal terms are included in the draft license under legal review.
Commissioners expressed openness to reviewing the documents and asked staff to bring the amendment and license forward after legal clearance; no vote or license approval occurred at the meeting.
