Cabell County Commission approves routine agenda items, hires and budget revisions

Cabell County Commission President Liza Caldwell called the meeting to order at 10:00 a.m. Feb. 26. Commissioners Kelli Sobonya and John Mandt Jr. moved and seconded multiple routine items and each motion carried by unanimous vote.
The commission approved the amended agenda after moving anticipated litigation business (item 26-02-26-690) to the start. The body entered an anticipated executive session for a litigation update at 10:02 a.m. and exited at 10:11 a.m. Later in the meeting the commission also entered and exited an anticipated executive session for personnel (10:35–11:05 a.m.).
Major actions taken included approval of Purchase Orders #26-131958 through #26-132115 and pay jackets, and authorization of monthly P-Card payments to US Bank. The commission approved handwritten checks to Unum ($12,575.16) and Guardian ($22,679.75).
The commission approved a renewal of the West Virginia Counties Risk Pool (WVCORP) policy for 2026–2027. It also approved a resolution regarding the pledging of temporary letters of credit by Burke and Herbert Community Bank.
On personnel matters the commission approved Resolution 26-02-26-695 listing multiple emergency medical services hires (per diem and full-time EMTs and paramedics) and two reclassifications. The body approved a resolution authorizing an increase in compensation for election workers (26-02-26-698); the transcript does not specify the dollar amount for that increase.
Budget actions included Special Funds Budget Revision #1 for the Ambulance Fund (Fund #23), County Budget Revision #4 and State Budget Revision #7; all were adopted unanimously. The commission approved a Memorandum and Reimbursement Resolution for the Cabell County Building Commission related to the Annex Project.
The commission placed on record multiple external meeting minutes and documents, including reports from the Cabell County Regional Plant Operating Committee, Salt Rock Sewer PSD documents and Culloden PSD financial statements, and noted an Armstrong video rate adjustment effective March 1, 2026.
