Adelanto commission approves Meadow Capital plan for 103‑lot subdivision

Planner Mr. Espinosa presented the Meadow Capital Management project, explaining the subject site is located south of Lawson Road, west of Bellflower Street, east of Lilac Avenue and north of Cortez Avenue in an RM‑12 zone. He said the RM‑12 zone allows up to 12 dwelling units per acre but the applicant proposed an overall density of about 6 dwelling units per acre. "Potential effects of the proposed project have been reduced to less than significant levels with the implementation of the mitigation measures," Mr. Espinosa told the commission and noted the mitigated negative declaration circulated from May 10 to June 10 and included responses to comments.
Commissioners asked about architectural style, access points and phasing. Chris Wagner described the submittal as "an excellent project" and asked when construction might start; Mr. Espinosa said the applicant submitted a phasing plan and expects to begin work in February 2025. Public comment was opened and closed at 07:18 with no speakers.
Vice Chair Delgado moved to adopt Resolution P‑24‑10 to adopt the initial study and mitigated negative declaration (NMD schedule 2024050405) and approve LDP 23‑14 and TTM 20675; the motion was seconded and the chair indicated the motion passed.
