TCOLE reclassifies training providers, readies chief-administrator primer; school marshal program tallied

Deputy Chief Colin Grissom told the commission the agency is reclassifying training contracts and provider types to better align standards with actual activity, and he described curriculum work including a short chief-administrator primer and the job task analysis that will guide the next basic peace officer course.
"We're classifying them appropriately based on what they do," Grissom said, explaining five contract types: full academies, licensing course providers, continuing education providers, remote delivery contracts and state exam sites. He said the classification will reduce the number of entities listed as full academies from about 124 to roughly 118 as providers are reclassified by function.
Grissom also described a new chief-administrator orientation designed as a primer in myTCOLE for newly appointed chiefs or interim administrators. "If someone is thrust into the role of an acting chief of police ... they could build an online training class that would be useful," he said, noting the course is intended to standardize expectations and help new administrators find field service resources.
On the school marshal program, staff reported 703 school marshals across 115 active districts with two pending districts and provided a breakdown of renewals in the meeting packet.
Next steps: the agency will solicit feedback on the job task analysis posted for review, consider an advisory group to provide high-level guidance, and refine the chief-administrator primer and marketing so it reaches a broad set of licensees and aspiring administrators.
