The Tulsa Public Schools Board of Education on Dec. 8 approved a resolution setting maturities and authorizing sale procedures for the district's Combined Purpose General Obligation Bonds, Series 2026A. The motion to approve the bond resolution was moved by Board Member John Croisant, seconded by Board Member Calvin Moniz, and carried 7-0.
Ms. Jericah Dawson of Municipal Finance presented the preliminary structure and context for the Series 2026A issue and answered board questions about timing and disclosure. After the presentation, the board approved an agreement designating Hilborne & Weidman, P.C. to serve as bond counsel and disclosure counsel for the issuance (moved by Calvin Moniz; seconded by John Croisant; vote 7-0).
Board members also reviewed draft proposition language and outreach work by the bond development committee and district staff. Superintendent Johnson and the district team described recent community engagement and summarized feedback used to shape the draft 2026 bond package; the board did not vote to call an election on Dec. 8 and will consider any election resolution on a future agenda. The board noted April 7, 2026 as the potential election date discussed during the review.
The board also approved related procedural actions required to publish and distribute a preliminary official statement and to give required notice of sale. No final financing terms were approved at the meeting; sale timing and final structure remain dependent on market conditions and further board action.
Next steps: the district will continue outreach on the draft propositions and return to the board for any vote to call an election and to approve final financing documents.
