Board approves policy consolidations and adjusts FERPA language to permit SROs defined as 'school officials' under MOU

District staff explained proposed policy consolidations meant to simplify overlapping language and presented a change to FERPA-related wording that would allow School Resource Officers (SROs) to act as "school officials" under an MOU and clarified the scope of information they may access.
Staff described the change as compliant with federal guidance: "we worked for a couple of months back and forth with our attorneys and some federal guidance on designating our school resource officers as school officials, which gives them... an MOU and change some language and have an amended contract with SPD that would give them the actual, you know, right and ability with some understandings that they can access some other layers of student information that they weren't able to access before," a staff presenter said.
The board discussed committee review and red-line edits and noted procurement/bid language clarifications elsewhere in the packet (a replacement of ambiguous "verbal quotations" language with a requirement for three printed quotations). A motion to approve the listed SPS policies passed by roll call; a separate motion to remove CFB-E2 and FJ passed as well.
Board members asked for clarity about which policy changes were statutory and which were internal consolidations; staff said most changes simply clarified existing requirements or incorporated new statutory language where required.
