Board approves 'Pee Wee Fields' major home-occupation agritourism use

Carol Melvin told the board she operates Pee Wee Fields at 205 Providence Road in Hartsville and is seeking approval to run agritourism events from a renovated roughly 3,400-square-foot building on her property.
"We put animal stalls in and set it up where we can have 30, 40 people in there pretty comfortably," Melvin said, describing open-house events, small private rentals such as birthday parties, and partnered activities like painting classes. She said most events have run in the afternoon, typically around 1 to 5 p.m., and that on-site parking for roughly 20 vehicles is available.
Planning staff summarized the application record and recommended approval, noting the proposal aligns with agritourism activities in rural areas but advising verification of driveway safety, emergency access, ADA considerations and sanitation before events. "From a land use perspective, the proposal aligns with typical agritourism activities associated with farming operations in rural areas," staff said.
A motion to approve the major home-occupation application was made (recorded in the minutes as motion by Mark, second by Kendra — the record later shows the second spelled as 'Kendrick'); the chair called for voice votes and announced the motion carries.
Board members discussed signage and were reminded the town's sign ordinance caps signs at 4 square feet; staff noted a separate sign-variance application would be required for any larger sign. Melvin said she currently uses a small iron sign and does not intend a larger sign at this time.
The approval becomes part of the official meeting record; staff will follow up to confirm the infrastructure and safety items noted during the staff report.
