Ephrata Borough Council on Feb. 9 approved a slate of development items recommended by the Development Activities Committee, including conditional approvals and authorizations tied to required plan revisions and review comments.
Council conditionally approved the Final Subdivision, Lot Consolidation and Land Development Plan for 839 South State Street (plans dated Nov. 7, 2025, by RGS Associates, 15 sheets) and granted two waivers/modifications to the Borough Code (Preliminary Land Development Plan §281-14 and Conveyance Pipe Diameter §275-307.B(1)(A)[4]). The approvals were conditioned on the applicant addressing comments in HRG’s Dec. 10, 2025 letter and Lancaster County Planning’s Dec. 8, 2025 letter.
Council also conditionally approved the Final Lot Consolidation Plan for Overlook Estates (four sheets prepared by Landworks Civil Design, LLC) subject to HRG and Lancaster County Planning comments and a waiver/modification of §281-14. In addition, Council authorized the President and Borough Secretary to execute a Subdivision and Land Development Agreement and a Stormwater Operation and Maintenance Agreement for 100 East Pine Street with developer Landon Weaver (the motion lists $36,175.24 in association with the Subdivision and Land Development Agreement).
On zoning and conditional uses, Council reviewed a Conditional Use application for a winter shelter at 409 North State Street. The minutes note a recent zoning amendment permitting winter shelters as an accessory use between Dec. 21 and March 20 subject to conditional-use approval and compliance with 12 additional requirements; the Committee recommended conditional approval after finding the applicant satisfactorily addressed the criteria in §319-27.D.(21). Council’s action to approve the conditional use included the notation that the applicant must continue to comply with those additional requirements.
The minutes record that the Lancaster County Planning Department and the Borough’s Planning Commission reviewed a proposed zoning-text amendment to allow medical marijuana dispensaries, smoke shops and tobacco stores in certain commercial and industrial districts; the Planning Commission recommended approval. Committee discussion also noted continuing attention to short-term-rental rules in the Central Business District.
Council adopted the committee recommendations by unanimous vote. The minutes do not supply final engineering responses, specific conditions beyond referencing HRG and Lancaster County Planning comments, nor the names of individual property owners affected by the plans.
