Fairfield council approves Traffic Logix cloud renewal, awards waste contract and clears routine financial items

Fairfield Borough Council approved several routine financial and service items at its Feb. 4 meeting, including renewal of cloud access for two Traffic Logix radar signs, approval of January financial reports and payment of listed invoices, and awarding the borough’s waste contract to a single bidder.
Traffic data subscription: Carroll Valley Borough Police Chief Clifford Weikert told the council that cloud access for the borough’s two Traffic Logix radar signs would preserve more than three months of traffic data and enable year-over-year comparisons with graphs and analytics. Chief Weikert said the subscription cost is $500 per sign per year, $1,000 total; he noted the borough might be able to share costs with Carroll Valley Borough next year. Councilor Camille Cline moved to renew the cloud access for one year at $1,000; Councilor Sally Thomas seconded the motion, and the council approved it by roll-call vote 7-0.
Budget and invoices: Councilor Phyllis Gilbert moved and Councilor Camille Cline seconded approval of the January financial reports; the motion passed by unanimous acclamation. Councilor Camille Cline moved and Councilor Sally Thomas seconded approval of invoices from PMCA ($825), Battersby Law ($31.25, paid from retainer), Barley & Snyder ($1,540 for professional services related to the Zoning Hearing) and the Gettysburg Times ($334.52 for advertising for the Zoning Hearing); that motion passed by unanimous acclamation. Councilor Dennis Bucher suggested the Planning Commission review Zoning Hearing fees and consider increasing them.
Waste contract: Council voted to accept the sole bid submitted on Jan. 28, 2026 from Parks Garbage for Option 1 at $378 per year (equivalent to $94.50 per quarter), representing a quarterly increase of $18.75. The motion, moved by Councilor Pat Pileggi and seconded by Councilor Phyllis Gilbert, passed by roll-call vote 7-0.
Other items: Council heard updates on Met-Ed LED streetlight options and a plan for community activities tied to American 250PA, and Secretary Dianna Zimmerman reported she had evaluated two alternative zoning/code-enforcement contractors but found neither was less expensive than the current vendor. Kim Frank of Adams County Emergency Services will provide Hyper Reach mass-notification training to Council President Pat Smith and Secretary Dianna Zimmerman on Feb. 17, 2026.
All recorded motions at the meeting were approved without recorded opposition. The council adjourned at 5:40 p.m.; the next regular meeting is set for Feb. 24, 2026, at 6:30 p.m.
