Mechanicsburg to advertise ordinance banning pet waste in storm sewers as part of MS4 compliance

The Borough of Mechanicsburg moved to advertise Ordinance 1192 on Feb. 17, 2026; the ordinance would amend Chapter 26 (Water), Part 1 (Stormwater Management) to prohibit animal and pet waste discharges to the municipal separate storm sewer system.
PEM Arnold described the ordinance as a classification of pet and animal waste as an illicit discharge, intended to support compliance with the Borough’s MS4 (Municipal Separate Storm Sewer System) permitting obligations. Arnold said the Borough has installed five pet-waste stations in parks and added that additional stations would provide residents a convenient means to dispose of waste.
Council members asked about enforcement. PEM Arnold explained the change provides a regulatory basis for enforcement activities tied to the MS4 permit. Councilman Mina noted that the measure aligns with regulatory requirements imposed on municipalities.
The Council voted to advertise the ordinance for public comment and further action; details of subsequent hearings or ordinance adoption will be scheduled and published by the Borough.
