The Cary Board of Zoning Planning and Appeals voted Tuesday evening to recommend that the Village Board approve a conditional use permit allowing an electronic message center on a monument sign at 534 Northwest Highway for Nextgen Auto.
John, a staff member who presented the case, told the board the property is in the B-2 Shopping Center district and that the existing monument sign will be replaced by a 72-square-foot monument sign containing an electronic message center. He said the petitioner submitted a letter asserting the request meets the Unified Development Ordinance’s standards for conditional uses, and that the UDO requires conditional-use approval for electronic message centers and limits them to static messages with specified illumination and dimming controls.
“The total square footage of the monument sign is 72 square foot,” John told the board, and later summarized that the petitioner had provided documentation that the proposal would comply with the six general standards for conditional uses referenced in the staff report.
After brief procedural discussion and no public commenters, a motion to recommend approval was moved and seconded. During the roll call, members who answered “yes” included Williams, Gretzmar, Braziano and Caster; the chair declared the board’s vote favorable and recommended the Village Board take final action. John said the Village Board will consider the case on April 21 and that it may be placed on that board’s consent agenda.
The board also approved the prior meeting minutes earlier in the session. With no further business, the chair adjourned the meeting at 6:12 p.m.
What this means: The ZPA’s recommendation is advisory; final approval of the conditional use permit rests with the Village Board. The UDO requires that electronic message centers be on monument signs (not wall signs), restrict content to static messages within panels, and set illumination limits to reduce glare for motorists. The petition and staff report list compliance with those standards as a condition of the recommendation.
