Administrator flags expiring $450,000 for West Union Street project, supports COG facility letter; staffing and park projects update

Administrator Sondra Riviello used her March 2, 2026 update to flag several near-term items for the Town Council of the Town of Kingston, including expiring road funds, staffing actions, regional cooperation and local park projects.
Riviello said $450,000 in Development Cost (DCD) funding for the West Union Street project will expire at the end of June and the Town should complete the first phase from Wyoming Avenue to Welter Lane to use those funds. She said the next phase would require securing additional PennDOT funds. Riviello also said she would provide a letter of support to the West Side Council of Governments (COG) for a proposed shared DPW facility on the border of Forty Fort and Swoyersville unless Council objected.
On staffing, Riviello reported that the Civil Service Commission completed testing for police and fire applicants for entry-level and promotional positions; she said interviews with the Mayor and department heads would occur in coming weeks to fill openings created by retirements. She also said she and the Mayor will meet with the fire department next week to begin contract negotiations with the fire union; the current contract ends at year-end.
Riviello noted the contractor for the Hamilton Park pickleball and tennis court project (Don E. Bauer Consultants) is waiting for a notice to proceed. She reviewed department metrics: Police issued 10 ordinance violations, 83 traffic citations, 23 non-traffic citations and 45 parking citations and responded to 520 calls in Kingston (30 in Pringle Borough); Code issued two violation letters and 32 quality-of-life violations; Recreation reported 569 memberships (626 individuals) and 4,929 attendees; DPW collected 231 tons of garbage and 73 tons of recycling and aided in six snow events; Fire reported 435 calls, 290 of them EMS-related. Riviello also said the Borough’s annual COG dues are $5,800; she did not have a cost breakdown for any additional facility-related fees.
