Project manager Braxton Copley told the board the buyer, Endeavor Group, does not yet have a signed agreement with the county addressing rehabilitation and management of the Manor. "Without a signed agreement relative to the Manor... Roy would have no choice but to terminate the purchase agreement because if the inspection period were to run, then he would be on the hook for his $100,000 earnest money," Braxton said, describing the buyer’s request for more time to reach terms with the county.
Braxton asked the board to approve the amendment to extend the inspection period to May 15. He also explained staffing plans tied to the sale: the owner must instruct the TDC to terminate current hotel employees as of the closing so the buyer would not inherit them; Endeavor will solicit applications from existing staff and may offer employment at its discretion.
Director Kel moved to approve the amendment; the board took a roll-call vote and recorded nine yes votes with Council Member Valdivia Acala absent. The clerk announced the motion carried.
Board members asked about near-term bookings tied to events. Ortiz asked whether World Cup activity would affect reservations; Braxton said about 14 of 224 rooms were booked and that larger Kansas City‑area inventory and a typical event-related "chilling effect" on non-event bookings made a major local impact unlikely. Director Hiller noted the hotel is actively taking event bookings and working with organizations to return events to the property.
With the amendment approved, staff will continue negotiations between the buyer and county with the goal of closing on the previously scheduled June 14 date. The meeting adjourned afterward.
