Summary
Legislative liaison Dr. Budd summarized dozens of education bills during the meeting, highlighting measures on high-dose tutoring, classroom recording in special education, human-trafficking training, TOPS eligibility and a bill that would allow school boards to use their website as the journal of record.
Dr. Budd, the board's legislative liaison, told the Terrebonne Parish School Board on April 14 that the state legislature was in session and that many bills affecting K–12 education could merit board attention.
He highlighted Senate Bill 27 (high-dose tutoring), SB 64 (video and audio recording in self-contained special-education classrooms), SB 83 (training to prevent human trafficking and victim services), SB 105 (TOPS eligibility), and SB 132 (policies to allow exterior master key boxes for rapid entry during crises). He also described bills that would affect local operations, including SB 224 and House Bill 997, which would allow local governments and school boards to use their websites as the official journal of record, a change he said could save districts tens of thousands of dollars in publication costs.
"If there's any bill that you particularly are interested in, you can go to la.gov.legislature," Dr. Budd said, urging members to review bill language and contact legislators. He also noted bills addressing student discipline, teacher compensation, early learning centers, and a proposed state-run free school breakfast program.
Dr. Budd concluded by saying he would follow up on items of special interest to the board and that members could request deeper review of any bill.
