Summary
Councilors agreed to rotate a single technical liaison to upcoming PEL study meetings, received a recap of a vision workshop and heard updates on a potential Willis crosswalk, Parks & Rec improvements and fence/variance questions from residents.
Councilors on April 15 discussed the PEL planning study and agreed to designate a single technical liaison per meeting and rotate that liaison among council members so more members can participate without creating a quorum at technical sessions. The mayor and staff emphasized that the meetings are technical in nature and that the city's public works director will guide code-related questions.
Miss Hobbs summarized a recent vision workshop held at the trolley station from 9 a.m. to 1 p.m., saying about 10 members of the public attended and heard presentations on budget basics, infrastructure, roads and development. She noted an audio recording and presentation materials are available for public review and said the workshop is intended to inform future budget and planning discussions.
The mayor reported that the school board discussed a crosswalk on Willis and that the district and city have discussed a 50/50 funding split; he said applying for a state grant remains an option and that the school board tabled its decision pending further talks. He also said a recent school board meeting favored including Viking on all four PEL routes under discussion.
During public comment and updates, a Parks & Rec representative reported progress on facility repairs and sidewalk work, and residents raised concerns about privacy fences and neighborhood sightlines. The mayor said homeowners may apply for variances or install fences consistent with city codes; homeowners associations and private covenants may impose additional restrictions that the city cannot override.
The council closed the meeting with reminders to students about voter registration and adjourned at 06:27 p.m.
