Speake’s memorandum explained that the RAA FY2025 allocation includes $15 million for eligible projects, with $10 million awarded with no local match required and a $250,000 no-match maximum per project. The Jackson Ferry Road application falls within that cap. The memo recommended approval; the commission voted to submit the application on a unanimous motion.
