Summary
FCPS staff said a state-funded CLSD grant will support seven schools with evidence-based literacy instruction and implementation supports; the committee voted to forward a $435,722 contract award to TNTP to the full board with recommendation to approve.
District staff explained that the Comprehensive Literacy State Development (CLSD) grant — a state-funded program administered through the Virginia Department of Education — will provide targeted support to seven FCPS schools (Apple Pie, Bass Hoover, Gainesboro, Middletown, Red Bud Run, James Wood Middle and Frederick County Middle). Staff proposed awarding a contract to TNTP for professional learning, on-site coaching, decodable texts and implementation support.
Dr. Hall and Tanesa described the investment priorities as professional learning and coaching, materials for early elementary decodable readers, stipends and coverage for teacher collaboration time, and coaching to support data analysis cycles and progress monitoring. Staff asked the committee to forward a contract award to TNTP for $435,722; the committee approved the motion by voice vote and will recommend the award to the full board.
Staff said the contract funds will be used for on-site coaching, training for teachers and leaders, data cycles and small stipends to compensate teacher planning and collaboration time.
