Summary
The committee reviewed the district's Perkins V CTE plan, heard areas of underperformance (reading/ELA for completers, nontraditional participation, work-based learning rates) and voted to forward the plan to the full board; proposed Perkins allocations total $200,089.02.
George Bishop, supervisor of CTE programs, presented Frederick County Public Schools' Perkins V plan for career and technical education for 2026–27, describing certification and assurance requirements and local performance measures. Bishop said the division must meet federal criteria on size, scope and quality and described three performance areas where FCPS fell below state thresholds: reading/ELA for completers, nontraditional concentrations (22.7% vs a 34% threshold), and work-based learning participation (around 23.7% vs a 36.9% threshold).
Bishop outlined program budgets tied to Perkins funds, including $40,000 for professional development, $2,000 for transportation to industry/CTE program tours, and $129,089.02 for equipment and instructional materials within a total estimated allocation of $200,089.02. He said local advisory groups and Laurel Ridge Community College had reviewed and signed off on the plan.
Chair moved to forward the Perkins plan to the full board with a recommendation to approve. The committee approved the motion by voice vote; the plan will go to the full board for final consideration.
