Instruction committee forwards FCPS special-education annual plan to full board

Todd Coganauer, supervisor of diagnostic and related services for Frederick County Public Schools, presented the division's 2026–27 special education annual plan, describing the IDEA-required components, maintenance-of-effort obligations, and service provisions for students in local and regional detention facilities.
Coganauer told the committee the plan documents how the division will comply with the Individuals with Disabilities Education Act and the Virginia Administrative Code and how federal funding will be used to support teachers, instructional assistants, adaptive equipment, assistive technology and early childhood special education. He said the division expects an initial IDEA Part B allocation on July 1 and projected $3,210,625 in Part B funding for the upcoming fiscal year, $56,369 in Section 619 preschool funding and a proportionate set-aside of $102,434.22 for services to eligible private-school students.
Chair Mr. Bell moved that the committee forward the annual plan to the full board with a recommendation to approve. The committee approved the motion by voice vote; the plan will proceed to the full board for final action and submission to the Virginia Department of Education.
The presentation emphasized federal compliance and local maintenance-of-effort requirements; Coganauer said the plan documents prior-year implementation and the division’s procedures for identifying students who may require special-education services.
