The Omaha City Council unanimously approved two ordinances to rezone property south of 18th Street and Willis Avenue and to amend a PUR overlay, clearing the way for part of a larger mixed‑income development.
Consultants and the developer described the larger effort as roughly 200 units citywide, with the immediate request covering about 31 units of a 131‑unit affordable housing project. Developer Ben Coontz said the 131‑unit component is restricted to 60% area median income and that the project includes a 70‑unit rehabilitation of Historic Chambers Court. Coontz said earthwork has begun on some components and that full construction was planned to start around May 1; he estimated the rehab component would conclude near the end of the year and the new construction mid‑to‑late next year.
Council member Goodwin and others asked questions about discrepancies in earlier documents; staff and applicants said the amendment cleans up construction‑document discrepancies and moves the project toward closing. The planning board and planning department recommended approval. The council approved the motion and recorded a 7–0 vote.
Councilmembers said they expected the project to move forward quickly and noted the affordability restrictions and voucher accessibility that were underwritten in the project’s financing.
