Enrollment drops to 1,311; staff say residency verification and cyber program growth were factors

Steelton-Highspire SD’s enrollment decreased from 1,460 (September) to 1,311 as of April 1, according to the district’s enrollment summary presented at the meeting.
A board member asked whether the increase in the district’s cyber program (from 55 to 112) or other factors explained the decline. Willie (staff, speaker 8) said the cyber count is included in the total and noted the residency verification process accounted for a large share of the drop: staff reviewed residency and identified students who were not living in the district, which removed them from district totals. Willie said retaining more cyber students may reflect efforts to recapture students who previously left for outside cyber providers.
Board members noted the district’s transient population and the expectation of continued ebb and flow in counts later in the school year. Staff also noted minor changes will be made to the special education plan following feedback from PDE and the special ed audit, but the board approved the plan with the understanding minor wording changes will be provided.
