The Winnsboro City Council opened its April 14 meeting with procedural items and several routine approvals.
Mayor Richard Parish read and signed a proclamation declaring April 2026 Child Abuse Awareness Month in Winnsboro, recognizing the Northeast Texas Child Advocacy Center's decades of service and more than 10,000 forensic interviews.
The council announced the Winnsboro Civic Center, 915 Wheeler Drive, as the early-voting location for the upcoming city election; early voting will begin May 2. Miss Lyons presented bids for a chamber remodel to add improved AV and ADA-accessible features, including a separate executive-session room so audience members can remain in the chamber during closed sessions. Lyons said a large portion of the remodel will be covered by court-security funds (fees on city-court citations) and the remainder by funds already budgeted in the current fiscal year.
On the consent agenda the council approved the minutes, financial reports and staff reports as presented. During public-comment period there were no signed speakers.
The mayor called a brief 15-minute recess near the end of the meeting; the council reconvened afterward to continue business.
